Policy Issues:

Net metering and interconnection
In March 2008, the Public Service Commission (PSC) adopted a new set of net metering and interconnection rules aimed at encouraging renewables.

After a series of workshops and input from renewable energy stakeholders, including Vote Solar, Interstate Renewable Energy Council, FlaSEIA, and Solar Alliance, the PSC staff developed a rule that substantially upgrades and expands the state's net metering law. Among the provisions:

  • Simplified process for small systems (< 10 kW)
  • Open to all customer classes up to 2 MW Retail rate credits for up to one year, with excess credits paid at a wholesale rate
  • Customers retain Renewable Energy Credits Exemption for standby rates

Renewable Standards and Incentives
In May 2008, the Florida Legislature passed HB 7135, which directs the PSC to create rules for a Renewable Portfolio Standard that provides added weight to photovoltaics, as well as programs for demand-side renewable energy programs. Governor Crist signed the bill in June.

Rules for the Renewable Portfolio Standard are on a fast-track, with HB7135 requiring a draft rule be complete by Feb 2009 for ratification by the Legislature. Vote Solar is part of a coalition with Florida Solar Energy Industries Association and Solar Alliance to ensure that solar plays a starring role.
