Denver, CO– A landmark bill to expand access to affordable, easy-to-install “plug-in solar” systems across the state passed both committees yesterday. The bill, HB26-1007, removes restrictions that block plug-in solar, giving more households a practical way to save on energy bills and take part in the clean energy transition, even for those without a rooftop. The bill will now head to the Senate floor for a vote.

Plug-in solar panels, which fit on a balcony, patio, or porch, provide a low-cost, accessible option for households to reduce electricity costs and reliance on expensive utility power. The legislation, HB26-1007, will remove outdated restrictions preventing plug-in solar use and expand access to solar savings without major public spending or infrastructure upgrades.

“Today marks a major step forward for families across Colorado,” said Vote Solar’s West Regional Director, Chauntille Roberts. “With this bill, families facing rising energy costs will have an option to have more control over energy costs and lower their energy bills.”

Plug-in solar and other emerging policies, such as a bill to implement recommendations to the regulatory Commission (HB26-1326) and a data center accountability bill (SB26-102), are critical to lowering energy bills and expanding access to clean energy solutions. Vote Solar is actively tracking and advocating for these bills to help ensure Colorado advances in the clean energy transition, encouraging more solar and lower energy bills.

“Expanding access to solar is the best way to help families manage rising energy costs, and we are dedicated to advocating for a future where all communities can share in the benefits of solar,” said Roberts. “By making solar more accessible, Colorado is building a fairer, more affordable energy system where the state can lower energy costs, create economic opportunities, and give us cleaner air.”
