PUC Study Affirms Need for More Data Center Accountability and Regulation in Pennsylvania

The Pennsylvania Public Utility Commission (PUC) released a study warning that the rapid growth of data centers is projected to lead to severe strain on the energy grid’s reliability. The analysis, conducted by Synapse Energy Economics, found that, under PJM’s current load forecast and without additional policy action, the regional grid operator is projected to fall short of its reliability planning standard from 2027 through 2030. Notably, if we see high load growth from data centers without bringing meaningful amounts of new energy online, the analysis projects that by 2030 residents can expect to experience more than 13 power outages each year.

Ongoing grid reliability hinges in large part on the state and region’s ability to bring new energy online. While the study projects that most new energy coming online in Pennsylvania through 2030 will be solar and energy storage – which are faster to build than fossil fuels – the state has been slow in adopting policies that would make this reality possible. This study comes as the PUC is almost six months behind its own deadline for updating its interconnection rules, which came after pressure from more than 100 organizations, including Vote Solar. The delay underscores the need for the PUC to move forward with regulatory reforms.

This study also comes amid a growing effort in Pennsylvania to establish stronger accountability for the rapid expansion of data centers. Recent steps by Governor Shapiro and the PUC, alongside legislative efforts such as HB 1834, signal growing recognition that data center development needs to come with appropriate protections for communities and ratepayers.

Pennsylvanians are already hurting because of rising energy prices, but this new study underscores yet another way we could be forced to pay the price of unconstrained data center development. Our communities deserve better than 13 power outages each year by the end of this decade. It’s time to hold data centers accountable for the energy and grid infrastructure they use, and ensure they don’t undermine the health and livability of the communities where they’re being built. Local solar and storage deployment are among the fastest and most affordable ways to help ease strain on our energy grid. We hope that this study prompts decision-makers to allow more clean energy online quickly.
