Energy Costs and Culprits Resource Hub

Tools and resources to help communities fight rising energy costs and hold utilities accountable.

Across the country, electricity bills are rising while monopoly utilities continue posting record profits. Families are being forced to make impossible choices between keeping the lights on and paying for essentials like food, medicine, and housing. At the same time, communities are facing more outages and extreme weather events that put even more pressure on household budgets.

That’s why Vote Solar along with partners helped to create the Energy Costs and Culprits Resource Hub: a collection of resources, tools, and messaging designed to support advocates working to make electricity more affordable and utilities more accountable.

In January 2025, Initiative for Energy Justice (IEJ) convened the Utility Justice Roundtable alongside Vote Solar, Solar United Neighbors (SUN), Institute for Local Self-Reliance, Energy Equity Project, and Powerlines to strengthen collaboration around utility affordability and accountability.

Now, we’re proud to help launch this Resource Hub and a new community of practice focused on tackling rising energy costs and utility abuses in communities across the country.

This Resource Hub is designed to support advocates, organizers, and policymakers working to lower costs, prevent shutoffs, improve reliability, and advance people-centered energy solutions like local solar and storage.
