Catherine Zingg (Ho-Chunk Nation of Wisconsin) is the Tribal Policy Director at Tribal Energy Alternatives (TEA), the Native-led affiliate of GRID Alternatives, where she leads state and federal policy strategy to expand access to distributed energy resources for Tribal communities. Her work focuses on advancing equitable solar and storage programs, rate design, and regulatory frameworks that center Tribal sovereignty and community ownership. She works across multiple states, including New Mexico, California, Washington, and Colorado, engaging in public utility commission proceedings and legislative advocacy. She has played a key role in shaping initiatives such as the Solar for All program implementation and state-level funding mechanisms that support Trial led clean energy deployment. Her work emphasises the intersection of energy equity and Tribal sovereignty, with a focus on ensuring that clean energy investments deliver real benefits for Tribal Nations.
