TVA Should Build Smarter. Not Bigger.

More than a thousand data centers are reportedly on the drawing board across the seven states served by the Tennessee Valley Authority. That could mean enormous new demand for electricity—and TVA is scrambling to decide how to meet it.

TVA is currently finalizing its 2026 Integrated Resource Plan, the long-term roadmap for powering the region. The plan leans heavily on familiar options: more natural-gas plants, coal plants operating longer than previously expected, and new nuclear reactors that may not arrive until the 2030s.

Those choices are costly, slow, and risky. Large power plants can take years to permit and build. Customers ultimately pay for them through electricity rates—even when projected demand fails to materialize.

There is a safer approach.

Distributed energy resources—including rooftop solar, home batteries, smart thermostats, weatherization, and programs that reward customers for reducing usage during peak hours—can be deployed much faster than major power plants. They can begin helping the grid within months rather than years.

TVA’s own plan recognizes that demand response and behind-the-meter resources can help connect new industrial loads in the near term. It also identifies up to 2 gigawatts of additional demand response and as much as 2 gigawatts of energy efficiency through 2040.

Deploying these resources now would give TVA breathing room to see how much new demand actually appears before committing customers to billions of dollars in construction.

That matters because nobody knows how many proposed data centers will ultimately be built, when they will open, or how much electricity they will use. If TVA builds large gas or nuclear facilities around overly optimistic projections, families and small businesses could be left paying for excess capacity for decades.

Distributed resources carry less of that risk. Programs can expand as actual demand grows and adjust if projections change.

Why this matters for families

They can also help families directly. Weatherization and rooftop solar lowers monthly bills. Batteries can provide backup power and help the grid during peak periods. Smart demand-response programs can compensate customers for flexibility while reducing the need for expensive infrastructure used only during a few high-demand hours.

TVA has proposed charging data centers more of the costs created by their enormous electricity needs. That is an important step, but it does not eliminate the danger of overbuilding the system.

Some new utility-scale power plants will likely be necessary. But the fastest, most flexible, and most commercially available resources should be deployed first—not treated as an afterthought.

The bottom line

This plan will influence electricity bills across the Tennessee Valley for decades. TVA should prioritize local resources that can meet immediate needs, protect families from unnecessary costs, and scale alongside real demand.

The safe bet is not committing billions today based on uncertain projections. It is building flexibility now and expanding only when the need is clear. Now is the time to demand a faster, more affordable plan before TVA locks customers into decades of unnecessary costs.
