Vote Solar 2025 Annual Report

In 2025, amid mounting federal headwinds against clean energy progress, Vote Solar doubled down on accelerating the transition to 100% clean energy across the United States. 

Through strategic policy wins, powerful advocacy, and deep community partnership, we delivered meaningful progress toward a more just and sustainable energy future. Working alongside state leaders, grassroots advocates, and national partners, we continued to expand access to solar and challenge harmful fossil fuel investments. 

Across the states, we secured major wins for clean energy, including: 

  • Reaching a settlement with Philadelphia Gas Works (PGW)—the country’s largest municipally-owned natural gas utility—on sweeping reforms that will deliver more affordable energy to Pennsylvanians and save ratepayers over $40 million in the coming year alone.
  • Helping draft, build support for, and pass the landmark Clean and Reliable Grid Affordability (CRGA) Act in Illinois, protecting households from rising energy costs while accelerating the state’s clean energy transition with a $235 million annual investment for new clean energy.
  • Protecting net metering for rural co-ops in Minnesota and saving the state’s Community Solar Garden from repeal, preserving clean-energy access for over 180,000 homes.

Through these wins and many others, across the country in 2025, we:  

  • Generated 12,790 MW of demand for solar, including 5,519 MW of local solar and 2,467 MW dedicated to benefit low-wealth and frontline communities
  • Avoided 7.13 million tons of carbon dioxide by preventing the construction of 2 gas plants, totalling 800 MW of avoided gas plants.

As we look back on this powerful year of progress, Vote Solar remains more committed than ever to advancing equitable clean energy policies and expanding solar access nationwide.
